  Buy a used computer, it's always a good idea to reinstall Windows to restore to condition buy and go from there.  It eliminates any malware content and possible questionable.   In the last semi computers OEM (Dell, Hp, Acer, etc.), there is a recovery partition on the hard drive that can restore your machine bought as a condition.  The manufacturer saves a dollar or two for the supply of the discs.  Usually it's hit a key or combination of keys when the first splash screen appears when you start the computer.  Go to the manufacturer's website, click on the link "Support" and search for "Download" and download the manual for your computer.  It must contain instructions on how to restore it.

  Work in PS CS6.  I want to use the 1px pencil tool, and I changed my settings accordingly (even in typing to be sure), but size minumum it ira actually is 3px.

  To be clear, the size is set to 1px, but when you zoom to bottom so that the individual pixels are visible, the pencil is a 3px 3px x square and will not smaller.

  The Brush tool behaves that way and I would use it instead, but for this project I need the square precision of pencil. I work in a 72 dpi RGB document. I don't have this problem in CS5.

  I deleted and reinstalled the drivers Wacom following the steps to 'REMOVE' the 'Wacom utility Table".

  I use my tablet with the supplied USB cable to original. I also tried using a different USB port on my computer. I don't have any other device connected to my computer. I have also my Magic Mouse (Apple Bluetooth mouse) is off. I also use the supplied original power source and I also tried to use the computer unplugged.

  Looks like you are using Adobe Illustrator CC and not AICS6. AICC had introduced these controls as stated in your pencil tool dialog box. Please upgrade to the AICC 2014 of Ai version where you could see an additional parameter for more precise controls.

  Take a look at the tools pencil AICC 2014 dialog:

  

  There are now 5 ticks instead of 4 in fidelity. The leftmost is accurate is the new control added to make things same as in AICS6.

  If the parameters are good but do not work, you have corruption preferably or something similar.

  Here is a list of things to try when things are strange.

  If all goes well, it is something easy (more).

  Try the following (you may have tried / some of them already) and see if that helps you (the following is a general list of things, you can try when the question is not in a file specific; 3) and 4) specifically may be corrupted preferences):

  (1) close Illy and open again.

  (2) restart the computer (you can do that up to 3 times);

  (3) close Illy and press Ctrl + Alt + Shift / Cmd + Option + shift during startup (easy, but irreversible);

  4) move the folder http://www.bugge.com/Family-and-friends/Illy/illy.html (follow the link with this name) with closed Illy (more tedious but also more thorough and reversible);

  5 look through and try the relevant among the other options (click on the link with that name, item 7) is a list of the usual suspects among other applications which can disturb and confuse Illy, point 15) applies to the maybe CS5, CS6 and CC);

  Even worse, you can:

  (6) uninstall, run the vacuum cleaner tool (if you have CS3/CS4/CS5/CS6/CC), and then reinstall.
