Photo thumbnails take up 11 GB. How to decrease

I use iphoto to store my photos... My understanding is that only the photos are stored on my iPhone. It is said of 11 GB of photos are on the iPhone. Is the way to choose the albums show on my iPhone? Or another way to reduce the amount of space photo are used?
