Photoshop CC - is that what I think?

I apologize in advance if this is a FAQ, but I browse the posted FAQ, read charts comparison and search in the forums. Nothing really seemed to provide the answer that I'm looking. So I decided to reach out to the community. Also, I apologize if this is the wrong place to post, but this architecture forum is different from everything I've seen and a bit confusing for me.

So my question; is Photoshop CC what I need if I want to create and edit images (including the vehicles of all types) with advanced tools for professional level? I learned at my own pace and blood/sweat/tears over the years how to build web banners, posters, creative art and text using Photoshop Elements 4. I want to take my creativity to the next level and it seems that I can't buy a product of independent Photoshop any longer, accept the old versions and maybe Photoshop CS6 which is MEDIUM, more than I can afford. I'm wondering and hoping maybe CCP is the cream of the crop of today, but I'm hesitant because of the low monthly price. It is just an another PE4 or is the modernized version of PC?

* Last night, I downloaded a demo of Corel Paint X 8 and the interface is completely different and confusing and felt just right. And the only version I could afford would be cut down versions.

PS CC is the top of the line photo editing software. If you are limited by PS Elements, it is a good place to move. There is so much more you can do with him. You mentioned vector work, you can do it in PS, but Illustrator is better for this. The monthly cost is low, which is good.
