playlist watch downloaded but cloud icons always appear

After the upgrade to iOS 10 I noticed that when I have a download playlist it will always display the icons in iCloud for downloading individual tracks. Is this normal? How to know my downloaded playlist successfully and I don't have to worry he devours the cellular data during playback?
