I opened FF (ver 3.6.17) and when I click on the '+' to the extreme right most tab to open a new tab (the ToolTip says even "open a new tab"), nothing happens. I click on file, new tab and nothing happens. I opened a new browser window, click on the tab next to the tab currently open and nothing happens. I clicked on tools, delete history, recent. I restarted the PC. Nothing seems to work. It started only being a problem a few days ago. No idea what could be the problem?

I think that I read in other posts here that this could be a side effect of the Ask toolbar. Can you check it out here and if you have it, and turn it off if you do?

Tools > Modules > Extensions

    You have apparent dbx file corruption. A common problem.
     
    Spend most of your messages out of the Inbox and then create new folders to send and sent items box after having moved the messages you want to save to a local folder that you create.
     
    Tools | Options | Maintenance | Store folder will reveal the location of your Outlook Express files. Note the location and navigate on it in Explorer Windows or, copy and paste in start | Run.
     
    In Windows XP, Win2K & Win2K3 the OE user files (DBX and WAB) are by default marked as hidden. To view these files in Windows Explorer, you must enable Show hidden files and folders under start | Control Panel | Folder Options icon | Opinion, or in Windows Explorer. Tools | Folder options | View.
     
    With OE closed, find the DBX files for the items in the Outbox and sent and delete them.  New ones will be created automatically when you open OE.
     
    After you're done, followed by compacting your folders manually while working * off * and do it often.
     
    Click Outlook Express at the top of the the folder tree so no folders are open. Then: File | Work offline (or double-click on work online in the status bar). File | Folder | Compact all folders. Don't touch anything until the compacting is completed.

    the swap file for hd to "let the system manage", click 2 x game, close, you get a couple of windows

    I know only two reasons to get this error.

    The first - you gave the wrong password.

    The second - signature of the servers are down.

    If you are unsure that you have entered the correct password, the reason is - signature of the servers are down.

    These servers are down from time to time for maintenance purpose.
