  Database licensing is per user / device OR per processor. It is not by the number of accounts created in the database.

  There is no such thing as "productive and non-productive." You could Test/development and Production. Any Test/development environment that takes care of the Production must also be dismissed.

  Hi product keys are different for windows 10 that is why you it
  does not accept the product key, the only way is to install windows 8 after upgraded to windows 10 and after that you can do a new installation on it. It will activate it self after installation.

  Personally, I tend to prefer wordpress for a small-non-commercial site/blog. Its ecosystem of plugins is much more diverse than BCs and you get direct access to the code if you wish.
