Problems of extracting .zip files

I am not able to unzip a zip file.  I tried using the "right click; Extract all' and also tried "Drag and drop" the files compressed separately off the compressed xxx.zip file/folder, like the MS HELP says to do, but neither work.  There is no error message, just nothing happens.  What is blocking the decompress/extraction occur?
