  Hi, it's Stephen. I've upgraded to mac os Sierra, and now, for some reason, Dictation and speech is missing in system preferences. It is preferably pain that I use to activate enhanced dictation, which is a feature that allows the use of dictation, even in offline mode.   For long notes, you are better to use regular old dictation - under Mac OS for a few years now, Siri is not mandatory.

  To activate it, go to "System Preferences"-> keyboard-> dictation. Once enabled, you can press the "Fn" key twice to activate and dictate the long notes in any application.

  Siri is optimized for short, quick things. I don't think that you can change, you just use the method that is better to listen to what you want to do at the time (short notes, using Siri. Long notes, use dictation).

  Your Lion operating system or earlier? Dictation will appear that Mountain Lion, with dictation increased appearing in the Mavericks. The preferences window is labeled "dictation and speech", not only of "speech".

  Try checking the following parameters:

  • Settings > general > keyboard - make sure activate dictated is open.
  • Settings > general > Restrictions - check that the restriction of Siri & dictation is not enabled
  • Settings > general > Siri - disable, pause for a few moments, and then reactivate the Siri.
