Query created later without any other timestamp column file

I've seen cases where I can query the last record in the table on the interrogation of MAX (ROWID) and the oldest record of MIN (ROWID) of a table.

But I came across a scenario where above concept does not work. I wonder why this is happening or is this a false assumption of an older application and save later by Min\Max rowid.

If Yes, then what is alternative to this when a table does not any record_created or column timestamp updated, else what are an obvious cause of this does not work.

It is a hypothesis completely wrong. If you don't like when a record has been created (just because record not it) why oracle should worry about? No way to find the record more old/new.
