Question locked out

Recently, my father got a computer in a storage unit with Windows Vista Home Premium. When we tried to log on for the first time, we got the photo of profile/name and a password for the key, but we were completely blocked. (The name is Charles - Cory Cline btw) Is there any way I can just wipe all data from the computer, buy a new Reset Password Wizard, or something else so that we can use the computer?
