Follow these steps and check if they help.
Step 1:
I would say you rebuild the icon cache and check if the problem persists.
a. press the keyboard Windows logo key combination + R to bring up the Run dialog box.
b. type cmd and press ENTER to open the command prompt window.
c. in the command prompt window, type the following commands pressing ENTER after each line:
Taskkill /f /im explorer.exe
attrib-h "%userprofile%\Local Settings\Application Data\IconCache.db.
del "%userprofile%\Local Settings\Application Data\IconCache.db.
Explorer.exed. this restart Windows Explorer and rebuild the cache icons as needed.
Step 2:
Test the issue in a new user account.

I did a restore of the ordinary system, and when he returned to reboot, I have no icons the desktop or start menu. This blank desktop happens in normal startup and in safe mode. When I try CTRL + ALT + DELETE and then go to run explorer.exe, it does nothing. When I reboot the computer for about half a second before it closed, I see the desktop icons. I can't change the users because there is only one, I have not a system restore disk, it's on. and my registry for explorer.exe looks right to me... anyone know anything else I can try before I take it to a store and pay for a fix?

You can try another system restore from a Safe Mode command prompt window:

j. When you come back, you will notice the size of the file IconCache.db is reduced, and the update is now the current date.

1. go in Start > all programs, find the photoshop cs5 shortcut, right-click on the shortcut and click on send to and then click desktop (create shortcut)
2, go to C:\Program Files\Adobe\Adobe Photoshop CS5, do a right-click on the cs5 to Photoshop.exe, click on send to and then click desktop (create shortcut)
(you may need to rename the shotrcut for Adobe Photoshop CS5, after that the shortcut is placed on the desktop if you want say cs5)

I can aparently stop XP Pro SP3 Desktop PC but they start all on their own. The only thing that has changed is that I had to replace my router yesterday as my old one had suddenly stopped working.
I have three of these Machines XP Pro that all do the same thing!

Thank you for taking the time to read my request for help and advice as well as for your answer which was more useful.
The problem has been resolved. Basically, I tried what you said, a local network of disconnected machines cable and that it does not then restart on its own.
Rather than deepen each machine BIOS I asked the router manufacturer if they could offer no explanation.
NETGEAR responded and I followed the instructions which were to download a more recent version of the Firmware on the router (they sent me a link to make it go away) then to do a reset of the router and then re install. Since doing so stop now this set of the PC until we press the start button to launch their new.
I must say I was a little surprised that Netgear was able to offer this much more recent firmware as I had already used the routers built in firmware update installations when I first set up the router. He installed a firmware update and then tells me that there were no new versions available when I checked again.
Thanks for your help and I hope this information is useful to others in the future.

I suggest to start the computer in safe mode and check if it works very well.
To boot to the desktop in safe mode keep tapping key F8 during restart. Once you see the option to start in safe mode select and press to enter.

Arrow cursor freezes on the desktop to start OK in safe mode
Compaq Presario laptop. Windows Vista SP 1. Touchpad
My wife's cell phone goes through a normal startup and about 5-10 seconds after the desktop appears, the arrow cursor freezes in its previous location. It will not move. It apppears that touch screen turns off. To turn off the computer, I pressed the power button.
When I start in safe mode the touchpad works very well.
I reinstalled the driver touch screen safe mode ATP. No joy.
This has happened in the last two days. After it happened, I did a full scan with a Norton freshly updated in safe mode. Only a minor tracking cookie has been found and fixed. The problem has not disappeared.
Do I have to restore full or is it just a simple fix?
