  More or less you can not because quite simply is not how the explosion of e-mail are designed. Since users can block all kinds of things to their customers of e-mail for security reasons, you need to do without the widgets and other fantasies.   Copy / paste is a way (you can have more than one website open at a time in the Muse), another is to add your items that you want to reuse in your library and then just drag and drop them on a from there.

I had them set up with static models with SSIs 3 years ago, and it's worked very well for them so far. Content producers know enough HTML to add pages to the site and to not screw up anything . I just thought that it would make their lives a little easier, as if they moved to a model of DW engine solution - I still wouldn't do the production or maintenance. But it seems that DW is not the answer (which is what I had suspected), and they'll probably stick with what is not broken at the moment.

Firefox fun to see all the files in the same encoding. The other pages are send as ISO-8859-1 and so use the CSS file. You will need to re - save this page as ISO-8859-1 and download the corrected version.
