  The Tablet features are available in all editions of Windows 7 except the Starter edition.  Given that you cannot upgrade Vista to Starter - as far as I know, you need not worry.  ;-)

  You don't say what version of Windows you are using or which device (computer, tablet or phone)? Not knowing, trying to go to the control panel. Click speech recognition.
