Remove the administrator account and the guest account is the admin

I deleted the first user on my laptop and I had other accounts, but I deleted the admin so the guest user says it is the admin and I trust is not there is not a. I can't make a new account, I can't change the account setting same not the name of the account so someone help me please.

    Tried all the foregoing, including disabling UAC, before activation and connecting the built in Administrator account.  Even so, some programs told me I had no administrative privileges when I tride to execute.  After working in this market and for several days, I have concluded that the problem was related to virus/malware and, given that I could not all my programs/utilities AV running, except those located on bootable disks (none of which were of no help), I simply gave up and did a factory restore on the computer.  Unfortunately I could recover some of the files of the student.

    You must be at least one account of administrator on the PC level.  Having two accounts is your best protection against the risk of corruption of the user profiles.

    Consider that you normally use on a Standard user account and you have verified that this account is a Standard user account - see Control Panel, user accounts.  That's fine, but you need to have administrator accounts as well.

    Remove the admin account amounted to throw away the key of your safe. A better idea would have been to create and test an alternative admin account. Here's how you can recover from this disaster:

    1. Set your BIOS so that it uses the DVD drive as its primary boot device.
    2. Start the computer with your Windows 7 repair CD.
    3. Press a key when prompted to boot from the DVD.
    4. Select 'PC Repair' in the menu.
    5. Select 'Repair' when prompted.
    6. When you are prompted, select System Restore.
    7. Configure Windows to a point before you deleted the admin account.
    8. Plan ahead a little and create, test and document an alternative admin account, same as you have a spare emergency House key. This will save you a lot of trouble.
