Repair of viruses and have now 2 operating system window xp on my laptop?

My daughter portable computer had that wicked thing that was going around that says that there is a virus & a scan must be run - it looked like a microsoft logo, but it was not.  In any case, its system crashed and after using the restore cd it now that she has the original xp operating system with the virus and a new.  How can she get rid of the old who always has the virus and keep a new or even get rid of both and start over?  Can someone give step by step please?  I had the same virus on my pc and use the restore cd and has not had the same problem.  An operating system and I'm very well.

    You need a disk FULL/license to do a clean install, not an upgrade license.

    (f) repeat step 2 to uninstall all items under 'USB Bus controllers'.

    Then, restart your computer and Windows 7 will automatically reinstall all USB controllers.
