replace the user id and do not lose authorization

I am the sole owner of this computer and have a problem when, after a fresh boot or using start > msconfig.  After a fresh reboot often many of the icons do not appear in the taskbar lower right corner.  Sometimes I can't tell if I use electricity or battery when there is no icon.  Other times there is no speaker.  When I click on start > sign out and then sign in using my same information all icons appear as if by magic.  Whenever I restart my computer, I have to do if I want to see the icons.

When I use msconfig to reduce any cpu consumption at first upward, I get a message from the administrator.  He accepts my order and then I reboot to save settings.  How to recognize me as an administrator and eliminate the error message?

I use windows xp family.  Dell Inspiron 9400 2 GB of ram, 1.66 GHz

I suggest you todo a SFC scan. Of file system (CFS) when checking that all the Windows XP system files are where they should be as they are by default and not corrupted, changed or damaged.

a. Click Start, click principally made programs, accessories, right-click on command prompt and select run as administrator.

b. click on continue or provide administrator credentials if prompted.

c. in the type in the following command prompt window and press ENTER:

sfc/scannow

d. you should see the following message on the screen:

§ Begin the analysis of the system. This process will take time.

§ Beginning verification phase of system scan.

e. audit % complete.

f. once the scan is complete, a test to see if the problem you are experiencing is resolved or not.
