Replacement phone is locked

My 8 month old iphone 6 + microphone before no longer works so went to the Apple store.  Phone is used mainly for Bermuda or a trip to Europe - even if purchased and replaced in the United States.  Could not activate in the store - but I tried with my ATT sim.  Activation worked.  Went home put in my Bermuda SIM and phone immediately says ' SIM card you currently have installed in this iPhone is a carrier that is not supported under the strategy of activation which is currently awarded by the activation server... or demand that this iPhone be unlocked by your operator.

Is that mean that apples replaced my iphone unlocked with a phone locked or partially closed?  I have to go back to the store?  Makes me wonder what else is wrong with it.

You must contact the Apple Support on this subject. Usually the device you will get in return should have the same specifications as that has been replaced, including the locked/unlocked state.
