Request to release Verizon approved, but iphone 6 activation request

Hello! I bought a phone used in the United States. It has been locked by Verizon. He approved my request for use of a Non-Verizon SIM, but iphone want activation for Ukranian sim.  model NG4Q2LL/A. What can I do? Is - this problem with my phone or some problem of carrier?

All compatible with Verizon LTE phones are unlocked on the side GSM from the outset. It is not necessary to request an unlock. The phone was never locked in first. However, a Google search shows some conflicting reports as to whether it was a Verizon phone or not. I can't really say, as it seems that I got answers for AT & T, Verizon and T-Mobile.

But, if it was Verizon, then it was never locked to begin with. I'm not sure what you are referring to here, "but iphone want activation for Ukrainian sim". Do you mean an error when you try to use a Ukranian SIM?
