    You can use a computer and connect to https://www.icloud.com/ and check the Contacts app it (under the two identifications of Apple as I'm not sure of the exact sequence of events that you did). If they are there and if you have settings > iCloud > Contacts under tension, which could explain from whence they came. With this setting, any changes to the Contacts is immediately synchronized between iCloud and the phone as soon as it is connected to iCloud.

    Disable the iCloud library in System Preferences > iCloud > photos (options). This stops the synchronization and does remove all photos of your Mac (assuming that you have not used the optimized option previously)

    Delete all the photos in the cloud to iCloud.com, also remove deleted photo album and make sure you have recovered your space.
