  Always mention your JDev version.

  Have you tried to set SetJavaHome in the jdev.conf file and see if it gets opened correctly?

  Create a new definition of J2SE 1.4

  Then change your project properties to use this definition of J2SE. Your other projects will continue to use 1.5.
