Shortcut to open a program in a new window in the splash screen?

I find it rather annoying that windows 8 refuses to open a new instance of a desktop app when I click again in the start screen.   If I for example several 'guests order', I have to go to start, right click on command prompt, click Open in a new window.   It's quite embarrassing.   I don't see that there is an option to remove this restriction.  It may be wise for the Metro style applications open 1 single instance, but it is not appropriate to impose this restriction on desktop applications.

Can someone give me a registry hack or an option of control panel to fix this annoyance in the splash screen?
For now, I added programs like a toolbar that is separate in the taskbar of office, so that I can open multiple instances without using the start screen.  For every reading, you can do so by right-clicking the taskbar, uncheck the lock all bars of tasks, do a right click again and click on toolbars-> new toolbar and drag on new program shortcuts.

Hello

When you open an office application, an icon for this app will appear on the desktop taskbar.

Click on icon and select application name, near the bottom and this will open a new instance of the application.
