  This can happen if you haveWacom Graphire Tablet input connected to the computer.

  You must disable Tablet PC Input Service in the Service Manager and check if the problem persists.

  (a) click Start menu and type services.msc in the search box and press enter

  Rename an executable file calledWISPTIS.exe in the C:\Windows\syswow64 directory to something likeWISPTIS_old.exe.

  WoW64 is synonymous with "Windows on Windows 64-bit", and it contains all the files of 32-bitbinary required for compatibility.

  From what I can tell, every time that I re - load a plugin, it (* especially *) cleans up after that, then reload...

  That's fine, except a single point for this, no cleaning is all asynchronous jobs started by the plugin. And, since the new load has a different context of variable, it is difficult to detect and stop a started task.

  Or something like that.

  Any light that could be paid would help to make it clearer which continues when a plugin re-loads/initializes. And if my above statement is accurate enough, then consider this a feature request to add to the list of things to cleanup tasks when a plugin is re-load.

  Please also try to disable the Silverlight Add-on in Tools (Alt + T) > Add-on > Plugins before you open Hotmail. You may still be able to attach files.
