Snipping Tool reports vmsvcrt.dll is missing

When I try to run my Snippit tool, I get an error message which vmsvcrt.dll is missing. Where and how to replace this dll? I've been advised against downloading from the internet. ? My Snippit tool was missing at the start and I didn't download a file for snippittool.rar please help. Thank you.

Would be fixed it with a factory reset? - but I don't really want to do a factory reset, unless I am out of options.

    A factory reset would, but that's certainly an exaggeration just to restore shortcuts.

    Hello, I found the source of my problem. This is the IBM Security Trusteer report software. It has an option to block the screen capture. This must have turned on when I upgraded to Windows 10. I have this turned off and the Snipping Tool now works with Firefox.

    Are you sure that the file name is not dciman32.dll instead?
