  Basically, I don't have your system to test, so I'm just guiding you the general procedures.

  First of all, FORGET the ASSIST button. To explain the question "why?" would take a lot of time and goals here is to install new windows in your new drive.

  Secondly, I highly recommend you have all the necessary drivers for your equipment before your proceed with the windows installation 8 or 8.1. I own VPCSB28GG and Windows 8.1, several functions DO not work properly as it does in Windows 7. So, unless you have a deep knowledge on the computer, do not go for windows 8.1 yet or at least try to install windows 8.1 on a different drive for a test run.

  Thirdly, I strongly recommend allows you to install Windows 7 USB stick / 8 / 8.1 since the DVD player is not a reliable source from USB. Microsoft also provides tools to help people installing Windows 7 / USB 8.x. Please google it.

  As the symptoms that you have described, I recommend the steps as follows:

  1. go in the BIOS / settings (by pressing F2 during POST) UEFI. Under start options, your system may use a different name, but in principle it is similar to this: '1 ST Boot Device' "2nd Boot Device" "3rd Boot Device"... and so on. The value '1 ST Boot Device' your desire, such as CD-ROM bootable media, DVD-ROM, external USB/HDD. In my case, it is an external device because I use USB boot Windows 7 / 8.x installation.   I have a SONY Vaio VGN-AW360J, the keyboard is for quite awhile, buggy not allowing the good boot-up, lock up, creation of random key entries and sorting. I found that if I opened the laptop, access to the slick KB then disconnect and reconnect it LT would work normally until I later had to reboot for some reason any. I ordered an exact replacement KB and I'm waiting for delivery is however now the LT does not power on at all. I checked the presence of 19.5 VDC at the level of the connector on the main Board after taking power, but don't know where else to check even if I can with my simple digital multimeter. I did all the procedures proposed on the site of Sony support without change.

  The symptoms are the following: no indication of power to the power switch, no green light. DC power is present on all four positions at the level of the connector PCB (PCN1). There is no change with or without the defective original keyboard connected and no change with all removable devices disconnected i.e.: CD/DVD drive, hard disk and RAM all removed from the main Board.

  Then, Oh, my darling Sony Vaio is completely dead in the preverbal waters of my digital life. My big question is, does anyone have knowledge of this problem and is at - it no reasonable or logical hope through the necessary repairs, if any?

  That's because you didn't install the library share Sony or Sony Firmware Extension parser.

  As a work around you can disable the pop up with the following steps:

  1) click Start

  (2) click on run

  (3) type "MSCONFIG".

  (4) press on enter

  5) click on the Startup tab

  6) scroll down and look for ISButility
  (6) uncheck the box
  7-restart the PC
