'Start' the outline of the rectangle on the left side bar, is this normal?

Today I begin to see when the pointer is in the top left... is this normal?

It didn't happen before, I restart my computer, but it solves nothing

This is normal in Windows 8, and this feature is called App Switching. So no need to worry at all. Add to that, you can do multitasking with this app switch to switch between applications. When it appears, move the slider on the left side of the screen completely, you will be able to locate the applications that you are currently using. Hope you enjoy this feature!
