  I used to be able to draw the shapes or vectorlines in photoshop without any lag. Now, to draw these elements, the "loading" icon on my mouse, and are still leaving inoperable photoshop every time I draw or edit vectors.

  I also have another computer, a new, faster everything. It loads the shapes and lines without problem. So I guess that the question is in my settings of CC or Photoshop.   Hello! Thanks for your replies.

  I finally gave in and called adobe support. The had me remove my preferences (run > %AppData%... > rename photoshop cc 2015 parameters) and start over.

  This solves the problem, and then they helped me make photoshop work better with the following parameters:
