  I am the only user and administrator of a laptop 2 years running Windows 7. Since a few weeks I'm having the following problem:

  Every time I try to do anything that requires administrator rights - anything with the small blue and yellow shield icon or anything that triggers the popup user account control - action fails, the browser freezes and folders, start menu etc will not work again until I restart the computer.
