  I think I found the answer myself. Click Add people, type the number of the phone (instead of name) and press return. And voila'. Hitting back is the trickiest part. Hit the space bar wouldn't.

The problem is the last time that I did two years ago and at that time there in iOS 8 every time the iPad fell asleep the hotspot goes out.  The only solution I found was to disable the "sleep mode" the ipad and stop the brightness all the way down.  This drained the battery on the iPad quickly because even with low brightness, the screen is activated.  Someone came up with a better way to do this with an iPad or is this problem fixed in iOS 9.2?
