  There is no need to cancel one for Windows since CC subscriptions are not platform specific.  Your subscription allows you to use it on Windows and Mac computers, so just install Mac on Mac files.

  4 GB of RAM is quite minimal quantity to use OS X on. In general, more RAM will not help open ACCESS is the first, but if you close the application and then restart it, Yes, additional RAM will help, especially if you to 'virtual memory' (where the HD is used as virtual memory).
