  I tired of all this, it is said at the top of page Internet Explore runs with Add ons disabled. I can not load down the flash player that the iit tells me to do. It was not there yesterday!   are you IE running from a shortcut on the desktop?  If so, it can be bad.

  Yes, Microsoft has never created a Service Pack 4 which would have not only included IE8, but also all of the Windows updates released since the SP3. Be prepaired to install a long long list of updates and WGA validation.
