  Yes, it is possible. Under the text field properties, go to the Options tab and check the box 'allow Rich Text Formatting'.

  You can not color the layer itself, you can set a color of outline for objects in a layer. Then you can set the color of the outline as the highlight color for the objects in the layer. Then when an object is selected, you will see rectangles in this color in this layer there this particular color as his strong point, or if you have the layer set to show only the contours.   There is no way to do this via the customer to view.  You could always give locked permissions on the administrator view page or simply put the desktop computer to refresh on logoff, so that it is regenerated each time.

  I don't know if there is an option how to remove just cancel 'X' button/image filter defined/facts highlights. Maybe some gurus should help.
