  4. You use any third-party antivirus installed on your computer program?

  The issue may have been caused due to conflicts between third-party software. Try these steps and see if they help.

  Step 1: Start in safe mode

  With the parameters of Windows startup screen (formerly advanced startup options), you can start Windows in different advanced troubleshooting modes, so you can find and fix problems on your PC.   After a reboot and the control panel will not be opened (as well as My Documents, search, Recycle Bin, my computer, etc) I have right, click on start, properties tab of the Menu start customize key, your advanced, and select control panel - display as a link (IT IS ALREADY SELECTED) click OK and apply. NOW I CAN REACH JUST AS USUAL. Once I reboot it is back to again be a problem.

  BTW it does not work in safe mode.

  If you get the error "your system has not been changed" message, there are probably remainders corrupt installation prior iTunes still on your computer.  These may prevent you from properly install iTunes again.  I recommend to find iTunes in your "programs and features" and perform an uninstall from there.

  To do this, just click on the ORB 'Start' and then click on 'Control Panel'.  Once there, search for "Programs and features" and click to launch.  If you find iTunes in the list, select it and choose "Uninstall" on the bar above.  Then try to restart your system and reinstall iTunes.

  If she does not appear in the list, try to go to: http://support.microsoft.com/kb/290301/ and download of the Installer Cleanup utility.  Once downloaded and installed, run the program and try to find iTunes in the list.  If you see, select it and choose 'delete '.  Close the utility, and then restart your system.  Now, try to reinstall your iTunes by double-clicking the iTunes Installer and left click on "Run as Administrator".

  Try searching for the Device Manager in the Start Menu.  Then expand the monitors section and see if you have an option for Generic PnP monitor.  If so, do a right-click on him and generic PnP monitor enable, if not already.  Now, check to see if you can adjust the brightness.  If you're still having problems, then try to see the following resource and let me know how it goes:
