  You will have problems in the construction of a 99 X system for this budget. You need 32 GB of ram if you do that will be a large part of the cost with DDR4 right now. If you have a room on the X 99 budget would certainly be the way forward. The 5960 X is the best processor out right now but $1100 will probably push your budget. The 5930 K would still work and a much better price for your budget. I suggest: 970GTX with this budget as well. Forget the Xeon V3.   I followed the instructions to remove "sniffer.exe" and it seems fine.

  To make the problem clear, I provided Adobe tool is used to remove all files, and then reinstall cleaning CC, and then my Photoshop began to cause a BSOD.

  I was in the middle of a montage using first Pro CC 2015 and has decided to use After Effects to stabilize a clip... Still fails to load (crashes on loading MediaCore) and this in turn freezes first.  I use the Task Manager to close the two apps, then try to run that Premiere Pro but keeps locks even begin to load the usual elements that tend to see ((ExporterAVI, etc.))

  Tried to uninstall first using cloud creative but that no longer works!  He insisted I had the first running, but it was not...  THAT makes wonder if this was the cause behind it does not quite...  In any case, I've used the cleanup tool to remove the first and am currently download first Pro CC of the Cloud...

  After MUCH research and prejudice and other useful tips, I reduced my spec to one of the two options. Both are gradually built over 2 months as budget allows.

  1)

  I7 2600 K with 4 GB and use integrated HD3000 graphics to start

  Add GTX 460

  adding memory to 16Gb total

  2)

  I7 950 with 6 GB and 5450 to start

  Adding memory to the 12 GB total

  swap on the map for the GTX 460 (the 5450 will move to another machine, so will not be lost)

  These will be done in 3 steps on 2 months.

  Other comments, suggestions, before making my choice will be really very welcome. I learned a lot here, but I'm still not super confident I have made the right choice...

  It seems to me you're on a tight budget.

  Your first priority is to increase the memory either 12 or 16 GB. That means once you have three SATA drives. If you have disks and know the cost of memory, you can decide to i7 - 2600 K or i7-950 with their respective platforms. In your case, I'd let him decide to budget. Both are very good CPU and the relevance of the PCIe channels limited on the P68 platform may be zero in your case, because it doesn't sound like you have the means to buy a controller raid dedicated in the foreseeable future, anyway.
