Transferred from one country to the other. Cannot update or buy anything. Any suggestions?

I bought my Mac and my iPhone in South Africa and the iPad in Mauritius.  Currently, I live in South Africa. When I try to update certain applications it tells me that the application was purchased by another user or has been cancelled. Also enter the App Store to buy something tells me I do not have the authority to purchase or of my payment method is not correct.  I always use the same Bank and credit card I have always done.

Any idea what I need to do to fix this? Please be patient, I am a recycled teenager (grandmother) with no. 6 years about to help me!

Hello! Try to change your billing information. Please note that the card you plan to use should be issued in the country of your current residence and region of the App Store should be set to the same country as well.
