Tried to follow the instructions, but still can't stop the webcam on Skype

I had a lot of problems with my Inspiron.  Finally, the operating system was removed and reinstalled. My webcam was working fine before, but now whenever I try to Skype video, Dell webcam opens.  I tried to find a way to deselect "open streaming video"but on this version of windows (7), I see no option to do this. " I looked everywhere. I right click on the webcam icon, but I see nothing in the settings to deselect.

If anyone can give me instructions to stop this automatic webcam opening when I'm trying to Skype, it would be appreciated. I am a complete novice when it comes to something about my computer, so be specific. Guess I don't know where to start, but I'm well in following specific directions.

Open Dell Webcam Central, then close it.

Right-click on the Dell Webcam Central icon in the system tray, near the clock.

You should then see...

Uncheck the two elements I checked, and then click Exit.

Now, open Skype and it should not open
