TSS corp CDDVDWW SE S084C won't work on emachine

Hello, I just bought an emachines ER1401-57 pc to use as a HTPC, I want to save my computer and playback/record CD DVD using my samsung S084C SE CDDVDWW.  My new PC will recognize the DVD player, even if it appears in the devices window. It simply won't, it lights up, but that's all. The device works fine on my computer toshiba laptop. Can anyone help?
