  Looks like you already have the settings correct, but just in case:

  Start > Control Panel > speech recognition Options > Advanced speech options (top left) > under "User settings" uncheck "run speech recognition at startup.

  Ah, I see - I don't think there is a way to stop this behavior when you are working in Design view in DW CS4. If you were still using CS3, you could deselect the "use CSS instead of HTML tags" in the General preferences category, but who went in CS4.

  I found the solution (which worked for me):

  1. In (modern) settings > account > your account
  2. Press "connect you with a local account instead.
  3. Create a temporary account
  4. Sign in with the new account
  5. In (modern) settings > account > family & others
  6. Under 'Your family' should be a link where you can reconnect to a MS Account (I don't know the exact name of the link). Just tap it ;)
  7. Sign out and you should be able to sign back with your MS Account
  8. Everything should work now :)
