  10 iOS update resets some parameters according to me.  It worked for me to go to Options - LTE data - cell - cell settings enable and toggle either 'Off' or 'Data Only'.  Texting non-Apple do not seem to work if "Voice & Data" is selected.

  Looks like you need to set up the transfer on your iPhone text messages:

  Chances are this is the reason for which everything that you're having trouble. Looks like you save correctly and if you open the files and they seem to always correct, so email should be the question.
