    You are running a third part of the internet security solution? Many of them include a firewall that is clean and disable the Windows Firewall. If this is the case, you should first disable this one before the attempt to initialize the Windows Firewall. It is not advisable to attempt to run two firewalls at the same time.

    I'm trying to lock the outbound firewall rules on my PC. My thought is that if there is no malicious software on my PC, I would not communicate with other computers.     Thank you all for all the great links :)  It turns out that the problem I had was the result of the creation of a firewall exception for the 64 bit version of Internet Explorer, rather than the 32-bit version.  When I changed the program that has been authorized by the firewall of %ProgramFiles%\Internet Explorer\iexplorer.exe \Internet.exe (x 86) % ProgramFiles %, I was once more able to connect to Internet by using IE.  Once again, thank you for all the links.  I think I understand a little better Windows Firewall now.

    I use the Public network a lot.  I noticed that on my Windows Vista firewall, Core Networking is checked on by default.  Unchecking it would make my computer more secure on the Public network?  I already checked in my firewall settings, block all incoming connections.  Regarding security, I run MSE, like Spyware Blaster in the background.  Automatic updating and Malware Protection are on.  My other security settings are OK.  I do not understand why Core Networking is checked on by default.  This would make an open port, right?  Unchecking it would make my computer more secure?  Thank you.
