Disabling the hardware acceleration option usually clears this up.

  It is not limited to Win8.1 - were reported on both Linux and workaround there is to change the method of hardware acceleration... until the Intel video driver has been updated.

  I think you misunderstand that wrote the drivers for the hardware.

  The hardware manufacturer write the driver software for their products, not Microsoft

  The Atom processor that has your mini is not capable of 64-bit instructions. This means that 64-bit operating systems will not work.

  You can test yourself by creating a Ubuntu 64-bit live on a USB key and see if it will boot on your mini.  It will not.
