  Looks like you have done everything you can do including reinstall fresh iOS in iTunes.  I would recommend going to https://getsupport.apple.com/ and to the diagnosis when you are prompted, then choosing an option to talk or go to Apple, so they can determine if you have a hardware issue or is it bad software.

  I have been updated with Windows Update and asked to restart my PC after the installation is complete, however, my computer froze just at that moment, so I had to press the power button to force it to close.
