  From what you described, it seems that you use tactile 3D, instead of simply touch and hold for remove. You can see more info on tactile 3D and how it works here:

  You can try updating your phone via iTunes rather OTA.

  If you want to try OTA and try to force it to close the application settings and remove it from the list of open applications and force restart your phone. If this does help not you can try to reset your network settings, or later, all settings.

  If this does not help, im afraid that the restoration is your only option left. (Do not forget to backup your phone first)
