Updated Windows with all the

I have Windows 7.1 and a month ago, windows update services has started to eat my whole CPU. He (wuauserv) would go for days without showing any progress. Reluctantly, I disabled the service, but will re-start periodically to see if there was any change. Unfortunately, it wasn't. I backed up the system, reformat the drive and re-installed Windows 7. After restarting Windows, the first thing I went to Windows update and is the same: windows update services has started to eat my whole CPU. He ran for more than 24 hours without showing the progress. I am at a loss. Any suggestions to solve this annoying problem?

First in Windows Updates settings, to never look for updates.
