  You will need to install a full version of Visual Studio. By the readme:

  Note: The Visual Studio Express editions are not supported with Oracle development tools. However, ODP.NET is supported with Visual Studio Express Edition.
  

  So, you can still use the things ODP and code "manually" to access the database, but the Oracle development tools will not work.

  Although Visual Studio Express is free, you must register/activate your copy, until which it shows it is going to expire. Activation, registration is free, so once you register / activate, it will not show details of expiry.
  Response if the issue is not resolved.

  Looks like you may have a malware problem. Download Malwarebytes. Allow the scanner update, then run a quick scan. Remove any detected object. Try to reinstall the software.
