What does that mean? "the program wants to make a change to your computer".

What does it mean when a window opens saying that something wants to make a change to your computer?  This means that something wants to set a cookie?

This feature was not available in Windows XP, its designed for protection, you must explicitly enable it to make changes (add entries), otherwise the program will not install correctly.

When you install a program, it updates (written) entered in the win7 registry and installs the files (written) at various points in the victory.

By installing a program you "asked" so that it can be installed, if you see this warning when you do not install a program, then you know that you should be wary of what you did to trigger such a warning
