My daughter has Disney Toy Bix 2.0 and 3.0 and I already bought a few characters. For some reason, they aren't more and some have said are soon to expire. I paid several times for each group of chraracuers $6, 99-11, $99. How can I retrieve that I already bought and I don't t want those left expires
in the second place. If a purchase of a new Ipad can I still have the same games and purchases that I have?

Yes, if you use the same ID Apple & password and if applications are still available to download.

Sounds like you have an individual subscription to PS/LR (single app subscription) instead of the full suite of CC. There are two things you can do:
1 subscribe HAVE only as a single application, as you already have PS/LR
2. find out the complete suite subscription and get it instead, if that suits your need. I share a link to check the plans:

Cloud programs don't use serial... numbers you, connect you to your cloud account paying to download & install & activate... you may need to sign out of the cloud and restart your computer and log into the cloud for things to work

I can't import a paid app in Apple Configurator.
I can go for Volume purchase program and buy a paid app for our school.
Then I can take.
After I buy, the top line of the spreadsheet says that it was bought.
However, I can't import into Apple Configurator.
I see it in "Downloads" but it is always grayed out so I can't import.
I'm logged into Mac OS 10.10 administratively for the permissions of the operating system is not the answer.
A major problem for us. Any help would be greatly appreciated.

I could be that these applications are no longer available or do not work on the new version of the iOS. Have you looked into the App Store to see if they are still there? If so reset can help in the App Store.
Close the App Store completely from the window of the selector app by double clicking the Home button and slide up the App Store preview pane until it disappears from the display. You may be able to pick up the tab App Store covering scribbles to the left.
Then sign out of the iTunes Store (in the settings).
Then perform a forced reboot. Hold down the Home and Sleep/Wake buttons simultaneously for about 15-20 seconds, until the Apple logo appears.
Then reconnect to the iTunes Store.

How to install paid apps?
Hi, I installed iTunes (version 12.1.3) and plugged in my new Mini iPad (iOS 8.1) and my applications downloaded from my purchase history using my Apple ID account
I do not use WiFi. I downloaded on my hard drive and installed an app to my iPad Mini. Everything is OK.The problem is when I open the app on my iPad Mini was not the full, paid version, I have access to my other iPad Mini. I don't have access to all pens and pencils (bamboo app).
I thought if I did everything through my purchase history and the Apple ID, download and install the paid app even.
How can I download paid app? Would be fixed if I just clicked on 'pay' within the app (in-app purchase) and connected on my Apple ID?

If you paid for the purchase App using the same Apple ID, you can type in-App (buy) to download, it will not charge you again.
Make sure that you are connected to Internet, WiFi

Try the settings/iCloud and remove the synchronization. Wait a few minutes and then resynchronize.
Have you tried the signature to iCloud and then reconnect?
