What does the command netsh reset?

I had problems with my internet connection on my laptop before and I was told that if I put something else in my internet, it may help. Netsh int ip reset, what exactly? When is it useful?

Using the NetShell utility you can reset the TCP/IP stack to a State of origin for the same State when the operating system has been installed.

The reset command (netsh) is available in the context of the NetShell utility IP. When you run the reset command, it rewrites pertinent registry keys that are used by the protocol stack Internet (TCP/IP) to achieve the same result as the removal and the reinstallation of the Protocol.
