  If you have access to the database server, you don't need a client. If you do not have access to the database server, you need a client (10g or 11g) to access the database remotely to your machine.

  Oracle Applications 11i uses 6i forms/States. 10g / 11g are not considered supported or compatible with 11i.

  R12 uses the 10g version of forms/States

I installed the xcopy Release 6 of oracle Developer Tools x 64 but I don't see the provider in the provider Visual Studio 2013 list. I need to intall something more? Version 12 does not support 9i.   There is no combination of development tools Oracle with the support of 2013 VS that will work with a 9i database.

  Do you really need development tools? (for example you create table adapters or entity templates?).  If all you need is the connectivity from code, an older version of ODP.NET (for example ODP.NET 10.2) should work with VS 2013.

  If you really need Oracle development tools, you must either use an earlier version of Visual Studio (and ODT 10.2) or you will need to use a newer version of the database.

  Microsoft does not consider Windows 7 or Windows 8 for server platforms.  So Oracle does not support the server components Tuxedo on each platform.  You should be able to install only on Tuxedo Windows Client kit either.
