When I try to run the Vista system restore, I get the message that the restoration of the system is 'off', and there is no screen to turn it back on.

The message said that "the system protection is turned off. "Turn it on again you can use system restore. The screen that is supposed to appear when I 'click' to enable system restore, does not appear and I get no options of system restore turn it on again. I don't know how he got off in the first place.
