  The answer is no, the feature is not available in English user interface for the moment. With creative cloud, you can, however, easily install the Japanese version of InDesign if you wish.

  As David pointed out, you will need to install the World tools ideogram plug in to enable this feature. The composer of paragraph Asian language is different from what is included in the dial world and currently we have not an English character of the software.
